Statewise/Interstate Quarantine Rules and Guidelines to Follow

Given the severity of the current circumstances with COVID-19 wreaking havoc in India, states have imposed strict regulations for passengers who are availing the airport facilities for interstate or international travel.

With domestic flights resuming operation from 25th May 2020, the risk of infection has also increased manifold. Consequently, states have urged individuals to travel only if it is absolutely necessary.

Each state government and respective authorities have also chalked out several quarantine guidelines for passengers and airlines to ensure that travelling remains as risk-free as possible.

Following is a break-down of the guidelines and regulations issued by each state alongside Andaman & Nicobar Islands, as on 15th July 2020, which anyone planning for inter-state travel must strictly adhere to.

  • Individuals arriving via the Vande Bharat flights and travelling to other states by road.

Home quarantine - 7 days (following a 7-day institutional quarantine) for:

  • Individuals arriving at the Delhi airport via a Vande Bharat flight, without any further air travel.
  • Those arriving at the Delhi airport via any other international flight, without further air travel.
  • Passengers arriving at Delhi via Vande Bharat flights and with further travel to any other state by road.

7 days, without institutional quarantine for:

  • Individuals arriving at Delhi via domestic flight, without further domestic air connectivity.
  • Individuals arriving at Delhi via domestic flight, with a further plan for on-road travel.

Other quarantine protocols

  • Individuals arriving at Delhi via Vande Bharat flight, with further domestic flight connection, not planning to exit the airport should follow the quarantine protocols of their destination state.
  • Individuals arriving at Delhi via any domestic flight with further air connection will need to follow the quarantine protocols of their destination state.
  • Individuals not leaving the airport after arriving by their domestic flights, and planning to take a Vande Bharat or any other international flight out of the country will not have to follow any quarantine protocol.

State/Airport obligations:

  • Upon arrival, all passengers will have to undergo thermal screening.
  • Airport authorities must take it upon themselves to make statutory announcements pertaining to COVID-19 precautionary measures.
  • Airlines obligations - Not applicable.
  • Passenger obligations - Every passenger will have to mandatorily download the Aarogya Setu App on their mobile phones.
  • COVID test - Not applicable.

Rajasthan

  • Institutional quarantine - NA
  • Home quarantine - Mandatory for 14 days.

  • Individuals found to be symptomatic will be isolated immediately and taken to a nearest medical facility.

Karnataka

Institutional quarantine - 7 days mandatory quarantine (to be followed by 14 days of home quarantine)

  • Individuals arriving from Maharashtra will have to be in 7 days’ institutional quarantine, after which they will have to follow a 14 days’ home quarantine.
  • Passengers from Maharashtra with a return ticket within 7 days of their arrival can do away with the institutional quarantine. They will, however, have to submit a COVID negative certificate issued by any ICMR registered lab within 48 hours prior to their travels. If they are unable to procure the certificate, they will be kept in institutional quarantine for 2 days, during which they will be tested.

Home quarantine - 14 days mandatory:

For passengers arriving from any other city/state.

Following categories of passengers can do away with home quarantine if they test negative for COVID:

  • Pregnant women.
  • Senior citizens (60 years and above).
  • Children below 10 years of age.
  • Terminally ill patients, suffering from stroke, cancer, chronic disease of the kidney, and such.
  • Those visiting Karnataka due to a death in the family.

Passenger obligations

  • Passengers will mandatorily need to collect an E-pass from the following website.
  • Passengers will need to fill out a self-declaration form issued by the Karnataka government at the origin or departure stations.

  • Institutional quarantine - 10 days for symptomatic individuals who have tested positive on arrival. They must also undergo institutional quarantine till their test results arrive.

Passenger obligations - Individuals have to choose any of the following options:

  • Submit a COVID negative report which has been issued 48 hours prior to the journey by an ICMR registered lab.

  • 7 days for individuals arriving at Mumbai in any international flight other than Vande Bharat, and exiting the airport.

Home quarantine

Domestic flight - 14 days for passengers arriving from any state in India and exiting the airport.

  • For those planning to take a Vande Bharat flight, but arriving at Mumbai in any domestic flight and not leaving the airport, there will not be any quarantine rules.

International flight: 

  • 7 days (following a 7-day institutional quarantine) for passengers arriving at Mumbai via Vande Bharat and without any further connecting flights.
  • 7 days (following a 7-day institutional quarantine) for any passenger arriving at Mumbai in any other international flight and looking to exit the airport.
  • Individuals arriving at Mumbai via a Vande Bharat flight/any other international flight and leaving the airport to travel to another state via flight, or via road will have to undergo home quarantine as per the regulations of the destination state.

State/Airport obligations - Thermal screening on arrival, followed by left-arm stamp for clearance.

Airlines obligations - Airlines must share details like flight number, time of arrival, residential address and mobile number of each passenger with the Nodal office.

Passenger obligations:

  • Passengers must download the Arogya Setu app and submit a self-declaration on arrival.

Airlines obligations

  • Verification of E-pass and registration at Kerala portal for every passenger at the origin. 
  • Verification of entry pass to Kerala or any other state/union territory to which the passenger is travelling after alighting from their designated flights.

Passenger obligations - After purchasing their flight tickets, passengers will have to register at - https://covid19jagratha.kerala.nic.in/ by following the instructions below:

  • Visit the Jagratha portal.
  • Go to option – Public Services-Domestic Returnees Pass.
  • Choose new registration.
  • Enter the details required.
  • Submit.

Passengers will need to carry the E-pass issued after registering their details. 

  • Kozhikode Calicut International Airport (CCJ) - E-pass is mandated from origin; no counters at the airport.
  • Cochin International Airport (COK) – E-pass has to be issued from origin. In case a passenger missed it, he/she can, on arrival, fill out a manual form.
  • Trivandrum International Airport (TRV) – Those without the E-pass will have to follow an institutional quarantine until they get the pass. Passengers will not be sent back.

Passengers will have to submit their E-pass to the Health Department on arrival and subsequently follow home quarantine for 14 days.

  • Passengers will have to have an entry pass to Kerala, as well as, that for any other state or union territory they are travelling to after alighting from their flights.
  • Individuals must fill out self-declaration forms issued by the Kerala government at their origin or departing station.

Institutional quarantine - 7 days mandatory for international passengers.

Home quarantine - 14 days mandatory for all.

State/Airport obligations

  • Medical screening for all passengers arriving via rail, road or air.
  • Registration on COVA Punjab app to be checked for every passenger.

Airlines obligations - NA

Passenger obligations:

  • Each passenger travelling to the state must register through the COVA Punjab app before boarding. Link for registration.
  • Inbound passengers (except daily travellers) will have to update their health status daily through the COVA app for 14 days and call 112.

Institutional quarantine

  • 7 days for passengers arriving from any of the select COVID hotspots across India.
  • This rule is applicable for every individual travelling to AP from Mumbai, Delhi, Chennai, Rajasthan, Gujarat and Madhya Pradesh.

Home quarantine - 14 days for passengers arriving from any location apart from the above-mentioned ones.

State/Airport obligations:

  • Passengers arriving from any of the cities/regions mentioned above will be sent for COVID tests.
  • All other passengers will be screened upon arrival. If they are found to be symptomatic, they will be sent for institutional quarantine for a minimum of 7 days, alongside which a COVID test will be conducted.

Passenger obligations:

  • Every passenger will have to first enrol on AP government’s website – spandana.ap.gov.in before booking tickets.
  • Passengers arriving at AP for business purposes can be granted relief from the mandate of 14 days’ home quarantine on the condition that they will have to procure and submit a COVID negative certificate from ICMR within the last 3 days from their arrival.

Airlines obligations

  • Airlines can permit bookings only after receiving clearance from Spandana.
  • No other passengers will be permitted to board.

COVID test - Individuals arriving from the above-mentioned cities and regions have to undergo the COVID test. Such passengers will be taken to a designated centre for the test; no tests are conducted at the airport.

Uttarakhand

Institutional quarantine

Domestic flights:

  • 7 days for asymptomatic passengers arriving from areas with high COVID infection rate. However, pregnant women, senior citizens above 65 years of age, seriously ill individuals, parents accompanying children below 10 years of age, can be exempted from following institutional quarantine. 

International flights:

  • 7 days of institutional quarantine for asymptomatic passengers.
  • Pregnant women, senior citizens above 65 years, parents accompanying their children below 10 years of age, seriously ill individuals, or those travelling to the state due to any reason of personal distress as assessed by state nodal officers/ARC/district nodal officers in compliance with health authorities will not have to undergo institutional quarantine.

Passengers can quarantine at any government facility without charges, or opt for paid quarantine at designated hotels.

Home quarantine

Domestic flights:

  • 7 days (following 7 days of institutional quarantine) for all asymptomatic individuals arriving from areas with high COVID infection rate. Those included in the list of exemption for institutional quarantine have to mandatorily undergo 14 days of home quarantine. Exempt only if they leave Uttarakhand within 72 hours of arrival.
  • 14 days for those arriving on flights which have passed through any of the cities with high COVID infection rate. 
  • 14 days for those arriving from any other city or state directly.

International flight:

  • 7 days for all asymptomatic passengers (following 7 days of institutional quarantine).
  • 14 days for those exempted from institutional quarantine due to compelling reasons and under special circumstances.

Any passenger arriving at the state for a stay of less than 7 days under special circumstances will be allowed to leave their homes only to attend to the reasons mentioned during registration.
