Asymptomatic passenger refers to someone who has been exposed to the risk of COVID-19 infection but has not developed any symptoms.

Alongside quarantine, what are a few measures that I can undertake for travelling safely?

To ensure maximum safety while travelling by air, it is not only crucial to follow the protocols put forth by each airport/airline, but also undertake measures like wearing a face mask, face shield, carrying sanitisers, wearing clothes that cover the entire body, etc. Additionally, one should maintain as much distance as possible between himself/herself and other fellow travellers.

What should I do if I start developing symptoms a few days after I have arrived at my destination?

If you start developing symptoms, you must inform the state health authorities immediately. Few of the states have already put protocols wherein you will be monitored for a specific period after your travels.

Is mandatory institutional quarantine imposed by states free of cost?

While a few states have agreed to bear the cost of institutional quarantine, there are others where passengers will have to pay a fixed cost for the same, especially if they are opting to quarantine at designated hotels instead of government facilities.

Home quarantine

Mandatory 10 days quarantine for passengers travelling from Maharashtra, Kerala and Punjab.
For arrival in GAYA, mandatory 10 days quarantine for people arriving from Delhi and NCR, Maharashtra, Kerala, and Punjab.

State/Airport obligations

A thermal screening will be done upon arrival.
RT-PCR test to be taken for passengers arriving from Maharashtra, Kerala, and Punjab.
Random tests may be conducted for passengers arriving from other states.

All passengers should have Aarogya Setu app downloaded.

Airlines need to ensure that passengers from Maharashtra, Punjab, and Kerala have the RT-PCR negative report.

Home quarantine

No mandatory home quarantine for individuals arriving in the state. Mandatory home quarantine for 14 days should be followed if tested positive.

Airlines obligations

It is mandatory for all passengers to carry a negative RT-PCR test result.
To ensure that protocols are followed, the Airlines have to ensure that all details and the list of passengers traveling from Maharastra & abroad are sent via mail to: dhfwswest@rediffmail.com and the copy of the same is sent to DM(West) at: drshaileshkyadav@gmail.com. The Airlines should send this either in advance or before the first arrival the following day.

Passenger obligations

Individuals travelling to Bangladesh must use the Akhaura check-post.
All travellers to the state must have the Aarogya Setu app on their phones.

Institutional quarantine - NA

Home quarantine

14 days for domestic passengers. The only exception applies to passengers who plan to exit the state within 7 days of arrival.

Before a passenger can exit the arrival hall, he/she will need to undergo validation of registration.
Those not carrying a negative RT-PCR test will need to be tested at the airport.

Institutional quarantine

10-14 days mandatory quarantine for all passengers. Individuals can also opt for home quarantine. Few passengers are exempt from this.

Home quarantine

10-14 days mandatory quarantine for passengers who are not institutionally quarantined. Exceptions include –

Passengers who are visiting the state for less than 48 hours.
Those who produce a negative RT-PCR test result (from not earlier than 72 hours of travelling).
Goods vehicles drivers and truckers, who pass the state in transit.
Passengers who leave and return to the state within 24 hours, without halting in any other state.

Passenger obligations

All travellers to the state must have the Aarogya Setu app installed on their mobile devices. Further –

They will need to carry a negative RT-PCR report generated not before 72 hours of travelling.

Travellers will need to provide a home quarantine self-declaration via covid-19nagaland.gov.in, or through the nCOVID Nagaland Visitors App, or via the helpline number (7630877991) on WhatsApp.

Meghalaya

Institutional quarantine

Passengers will have to undergo RT-PCR testing on arrival mandatorily.

In case of positive results, passengers will be transferred to a Covid Care Centre in the state for further processing.

Home quarantine

If an individual tests positive on arrival, he/she will either remain in the state’s Covid Care Centre or under home quarantine till the time he/she tests negative.
Passengers travelling mainly from Maharastra, Punjab, Kerala, and Karnataka should submit their RT-PCR report from an ICMR lab. The report will be valid only within 72 hours of testing upon arrival.

State/Airport obligations

Thermal screening and e-invite validation for all passengers.
Covid test is mandatory for all. Upon arrival, passengers have to undergo tests at their own expense except for individuals arriving from Delhi, UP, Maharashtra, West Bengal, Bihar, Kerala, and Karnataka. Such passengers need not undergo testing if they possess a vaccination certificate.

Passengers arriving at the state must register on the website – Website Link, and generate an e-invite. This e-invite can also be accessed from the app for Meghalaya Tourism.
No passenger travelling for tourism will be allowed to enter the state before 7th May 2021.
Individuals need to download the Aarogya Setu app on their phones.
Entry to Meghalaya will be allowed only if the passenger has both the e-invite and negative RT-PCR report (generated less than 48 hours earlier).

Mizoram

Institutional quarantine

Mandatory for up to 7 days from arrival, even if the Rapid Antigen Test conducted on landing is negative.

Note – Passengers have to follow either institutional or home quarantine.

Home quarantine

Mandatory quarantine for passengers for 7 days from arrival, even if the Rapid Antigen test results are negative.

Individuals visiting for less than 96 hours need to produce an RT-PCR negative test report (conducted 72 hours) earlier, alongside a valid return ticket. In doing so, they will not need to self-isolate.

Manipur

Institutional quarantine - No institutional quarantine

Home quarantine

Mandatory home quarantine for 14 days should be followed if tested positive.
Passengers visiting for a short period (7 days or less) are exempted from quarantine provided they submit their negative RT-PCR report from an ICMR approved lab during the last 48 hours before arrival. If passengers do not have an RT-PCR test, they will need to submit one at their own expense.

State/Airport obligations

Authorities will conduct thermal screening for all passengers.

Airlines obligations

Airlines have to ensure that passengers boarded on the flight all possess an RT-PCR/TRUENAT/CB-NAAT/RAT negative certificate.

Passenger obligations

Aarogya Setu app must also be present on a passenger’s phone.
Must carry a negative RT-PCR/ TRUENAT/CB-NAAT/RAT report.
Passengers with origins in Manipur are exempted from having a negative COVID-19 report as long as they communicate the emergency to the Covid Control Room helpline 1800-345-3818. However, upon arrival, they may need to undergo testing.

Institutioal quarantine

Institutional quarantine is advised for those who test positive for the RT-PCR test.

Home quarantine

Mandatory home quarantine should be followed for seven days irrespective of the outcome of the test.

Exemption from Quarantine:

Passengers who travelled outside the state and returned within 96 hours will not undergo on-arrival testing if they are asymptomatic & should produce relevant documents such as proof of address.
Passengers who possess a valid return ticket within 72 hours will be exempted from on-arrival testing if they are asymptomatic & should produce relevant documents such as proof of address.
Passengers travelling due to family bereavement, pregnant women, children below 10 years, elderly passengers above 75 years, passengers returning the same day or with pre-existing medical conditions will be exempted from mandatory quarantine.

Institutional quarantine

If a person, i.e., a passenger, tests positive for COVID-19, he will be sent for institutional quarantine.

Home quarantine

A mandatory seven-day home quarantine is stipulated even for those who do not test positive in the COVID test conducted on arrival.

State/Airport obligations

The thermal screening will be done for every passenger.
There will be testing of every passenger arriving at the airport.
Authorities will hand over your luggage to you at the testing center.

Airlines obligations

Airlines should make announcements of disposal of personal protective equipment in Bio-Hazard bins.
They will ensure that passengers do not board unless they own an RT-PCR negative certificate.
Airlines will ensure that luggage is handed over to the corresponding persons at the testing center.
Airlines will also strictly forbid the travel of tourists to Andaman and Nicobar islands.

Passenger obligations

Every passenger has to download the Aarogya Setu app.
Passengers have to carry a negative RT-PCR report within 48 hours of the journey. If you do not carry it, authorities will not allow you to board. Also, handwritten reports are not acceptable.
The government has temporarily suspended tourist activities.
Passengers do not have to pick up their luggage at the arrival center, but they will receive it at the testing center.

West Bengal

Institutional quarantine - NA

Home quarantine

14 days of home quarantine is advised for asymptomatic individuals arriving in the state. Contact the local medical officer or state call centre- 1800 313 444 222/ 033- 23412600, 2357 3636/1083/1085, if passengers develop any symptoms during this period.
Health authorities will decide on a case basis for all passengers who are symptomatic.

State/Airport obligations

Samples are collected from all symptomatic passengers for the COVID test. Sample collection, along with health condition assessment, will be done at the nearest health facility.
