7th Pay Commission HRA Table for Pay Level 3 (Grade Pay 2000)

Previously, these rates for X, Y, Z cities were 30%, 20%, 10% of basic pay, respectively. A decrease in House Rent Allowance may affect Central Government employees who receive low basic pay.

Subsequently, to reduce the burden, the 7th Pay Commission has decided to keep the HRA at ₹ 5,400 for Class X cities, ₹3,600 for Class Y cities, and ₹ 1,800 for Class Z cities. The authority has rationalised these amounts at 30%, 20% and 10% of the lowest pay of ₹18000.

As per the notice related to HRA and DA; a necessity to revise HRA also arose as Dearness Allowance has increased to 28% since July 2021. Therefore, as per the revised HRA 7th Pay Commission, new rates are;

  • X Class Cities: 27% of Basic salary
  • Y Class Cities: 18% of Basic salary
  • Z Class Cities: 9% of Basic salary

HRA percentage in the 7th Pay Commission will further increase to 30%, 20% and 10% when Dearness Allowance will cross 50%.

Please note, 7th Pay Commission HRA rules are applicable for Central Government employees residing at their homes.
