PUC Certificate Mandatory for Fuel Refills in Delhi from October 25
Delhi has introduced a new digital system that automatically checks a vehicle’s PUC status during refuelling. ANPR cameras at fuel stations scan number plates and verify details with the Transport Department’s database. Vehicles without a valid PUC certificate are flagged and denied fuel, helping enforce emission norms and reduce the need for manual checks.
Most fuel stations in the city already have this system installed, with the remaining ones completing setup soon. The initiative also identifies end-of-life vehicles—diesel vehicles older than 10 years and petrol vehicles older than 15 years. Vehicle owners must now keep their PUC updated through authorised centres or online platforms like mParivahan to avoid penalties and ensure smooth refuelling.

How the ANPR Surveillance System Works at Delhi Fuel Stations?
The ANPR system scans a vehicle’s licence plate at the pump and instantly cross-checks it with the Transport Department PUC records via the mParivahan portal. This allows authorities to detect non-compliant cars in real time and issue fines automatically, eliminating the need for manual inspections.
The technology ensures continuous monitoring while simplifying the process for fuel station operators and vehicle owners. With total fines already amounting to ₹168 crore and stricter measures for repeat offenders, keeping a valid PUC certificate has become essential for all vehicle owners in Delhi.
The system represents a significant shift from periodic manual checks to automated, digital compliance, making it easier for drivers to stay legally compliant while refuelling.
Penalties for Not Having a Valid PUC Certificate in Delhi
Driving without a valid PUC certificate is considered an offence under Section 190(2) of the Motor Vehicle Act. Vehicle owners caught without a valid Pollution Under Control certificate are subject to monetary penalties.
Check them out in the table below:
| First Offence | ₹1,000 |
| Second or Subsequent Offences | ₹2,000 (fine can also extend to ₹10,000, along with licence suspension) |
With the Delhi PUC Transport Department now utilising ANPR cameras at fuel stations, non-compliant vehicles are automatically detected through the Transport Department's PUC database. This ensures that fines are issued in real time, leaving little room for bypassing the rules.
Beyond fines, repeated violations can result in the suspension of vehicle registration or even impoundment.
Tips to Stay Compliant with PUC Status Check at Fuel Stations
To ensure compliance with Delhi's pollution control norms, vehicle owners should:
- Renew PUC Certificate Regularly: Visit an authorised PUC testing centre to have your vehicle's emissions checked. A valid PUC certificate is required for refuelling and legal operation. Note that online renewal is not permitted; physical testing is mandatory.
- Carry a Physical Copy of the PUC Certificate: While the mParivahan app provides digital access, it's advisable to carry a printed copy of your PUC certificate to avoid potential issues during routine checks.
- Stay Informed About Regulatory Changes: Keep abreast of updates from the Delhi Transport Department regarding PUC requirements and enforcement measures to ensure ongoing compliance.
Vehicles without a valid PUC certificate are automatically detected at fuel stations using ANPR cameras. Driving without one can lead to fines from ₹1,000 up to ₹10,000, along with unnecessary legal hassles.
Thus, vehicle owners must timely renew PUC certificates at authorised centres and keep a copy for compliance purposes. They can also use digital platforms, like the Digit app, to track their PUC expiry and renew before time to avoid penalties.
