Since each RTO series has only one 0001 number, it’s never issued automatically. Instead, it is made available only through the official online auction conducted by the Ministry of Road Transport and Highways (MoRTH). • Register on the Portal

Create an account on the Parivahan Fancy Number portal and select your state and RTO.

• Pay the Participation Fee 

Submit the non‑refundable registration fee to enter the e‑auction cycle.

• Bid During the Auction Window

Once the auction opens, place your bids online and track real‑time updates on the portal.

• Highest Bidder is Declared Winner 

At the close of the auction, the system automatically confirms the highest bidder through the portal.

• Complete the Remaining Payment

The winner must pay the balance amount within the specified timeline—usually around five days.

• Download the Allotment Letter 

After successful payment, the portal issues an allotment letter valid for approximately 90 days.

• Register the Vehicle at the Same RTO

Submit the allotment letter during vehicle registration to complete the assignment of the 0001 number.

There are no exclusive income or profession-based criteria to obtain a 0001 number plate. However, certain basic conditions must be met. 

• The applicant must be at least 18 years old and must register the vehicle under the same RTO where the number is allotted. 

• The vehicle should not have pending dues or regulatory violations. 

• Both private individuals and corporate entities are eligible to participate in the bidding process. 

Checking whether the 0001 number plate is available is a simple online process. You can verify its availability on the official Parivahan Fancy Number portal by following these steps:

• Step 1: Log in to the Fancy Number Portal

Visit the Parivahan Fancy Number portal and sign in using your registered credentials.

• Step 2: Select Your State and RTO

Choose the state and the specific RTO under which you want to register your vehicle.

• Step 3: Open the Availability Section

Navigate to the “Search by Number” or “Available Numbers” option to view the current fancy numbers.

• Step 4: Check the Real‑Time List

The portal will display a real‑time list of fancy numbers available in the active series for that RTO.

• Step 5: Re‑check if 0001 Is Not Listed

If the 0001 number is not visible, it may appear in a future series. Since availability depends on active series and past allocations, checking the portal regularly is recommended.

The e‑auction process for securing 0001 VIP registration number is as mentioned below:

• Register on the MoRTH / Transport Ministry Portal

Begin by creating an account on the official MoRTH (Ministry of Road Transport and Highways) website. During this step, you will receive a Unique Acknowledgement Number, which is required to participate in the e‑auction. 

• Make the Initial Registration Payment

Next, pay the non-refundable registration fee to enrol for the 0001 number plate auction. 
This confirms your eligibility to participate in the bidding. 

• Auction Window Opens After 3 Days

Once registered, the system activates your auction window three days later, giving you access to begin bidding for the 0001 number. 

• Participate in Online Bidding

During the auction window, place your bids for the 0001 number. Bids typically increase in fixed multiples, and you may revise your bid as needed until the auction closes. The highest bidder at the end of the auction wins the number.  If your bid is successful, you will receive an SMS confirming that you have won the auction. 

• Complete Final Payment Within 5 Days

Winners must pay the remaining balance within 5 days of the auction result. Failure to do so may result in cancellation of the allotment. 

• Allotment Letter Issued

Once the final payment is processed, you will receive an official allotment letter, which remains valid for 90 days and is required to register the number with your vehicle at the RTO. 

• Set a clear bidding budget in advance, as competition for the 0001 number can drive prices up quickly during the auction.

• Keep all required documents accurate and ready, since any errors or missing details may delay the process or lead to cancellation of the allotment.

• Ensure timely payment of both the participation fee and the final bid amount, as delays can invalidate your winning bid.

• Understand your state’s transfer rules if you plan to move the number to another vehicle in the future. These rules vary, and advance clarity helps in long‑term planning.
