RTO Leh

Leh is a city in the Union Territory of Ladakh and the historical capital of Ladakh. Despite its low population, it is always crowded with tourists along the high mountain passes of Leh. Therefore, the RTO of Leh (LA-02) ensures the city's transportation runs smoothly. 

Apart from these, the RTO provides several other services regarding transportation and ensures safe driving.

Leh RTO serves several affordable transportation-related services such as:

• Issue and renew driving licence

• Issue conductor licence

• Provide fitness/NOC for vehicle

• Issue and carry vehicle RC renewal process

• Inspect vehicles 

• Provide online motor vehicle permit

• Undertake PUC certificates

• Transfer vehicle registration

The RTOs of Leh grants different types of driving licence under the jurisdiction of Section 213 (1) of the Motor Vehicles Act of 1988. These include:

• Learner’s Licence
• Permanent Driving Licence
• Commercial Driving Licence
• International Driving License

Vehicle registration is mandatory for driving a vehicle on the streets. Leh RTOs issues two types of vehicle registration certificate to the people, such as:

• Temporary Registration 

• Permanent Registration

After a successful application, the Kargil RTO will provide a vehicle registration certificate verifying all the given documents. After that, one must keep a soft or hard copy of this document while driving.

Vehicle registration involves various types of charges depending on the process carried out. These charges of Leh RTOs include:

• Registration Charges: ₹600

• Parking Fee or State Development Charges: ₹2000 to ₹4000 

• Temporary Registration Charges (for up to 1 month): ₹1500 to ₹2500

• Number Plate Charges (as well as HSRP Number Plate): ₹230 to ₹400

• Hypothecation Charges (if the vehicle is purchased on loan): ₹1500

• FasTag Charges: ₹500 to ₹600

The Administration of the Union Territory imposes road taxes in Leh. As per the Notification of 26 March 2021, the road taxes of Leh are:

• Two-wheelers Less than ₹2 Lakhs: 3% of the cost of the vehicle excluding GST (One Time Tax)

• All Motor Vehicles Less than ₹10 Lakhs: 6% of the cost of the vehicle excluding GST (One Time Tax)

• All Motor Vehicles Above ₹10 Lakhs: 9% of the cost of the vehicle excluding GST (One Time Tax)

There will be consequences leading to traffic fines in Leh for not following traffic rules while driving. Some of the most occurring fines include:

• Driving With No Seat Belt: ₹1000 

• Racing on the Streets: ₹5000 (for the first offence) and ₹10000 (for repeated offence)

• Triple Riding on Two-wheeler: ₹1000

• Driving Without a Number Plate: ₹500 (for the first offence) and ₹1500 (for repeated offence)

• Minor Driving Vehicle: ₹25000

• Riding With No Helmet: ₹1000 

• Carrying Explosive or Inflammable Substances: ₹10000

• Disobeying Traffic Signals: ₹5000 (for the first offence) and ₹10000 (for repeated offence)

Yes, it is mandatory to carry motor insurance while driving a vehicle on the roads in Leh. Otherwise, it will be applicable for a fine of ₹2000 alongside imprisonment and community services.

A recent report confirms a two-lane steel arch truss bridge was inaugurated and opened for commuters on the Srinagar-Leh Highway. It spans the area of Sindh Nallah along the Srinagar-Leh Highway. Another report records the reopening of the Srinagar-Leh National Highway for traffic in record time.

According to a report, the District Administration of Leh has decided to open a public bus service for women's safety. It is a major first step towards women who work late in the evening and have to depend on local taxi services or a relative. 

As the local taxi services have problems regarding their cost and reliability, this public bus system will not only enhance women's safety but eradicate traffic problems during tourist season.

Another safe driving and environment campaign was held from Haldwani to Leh by bike. The bike riders completed a journey of 19 days under the joint campaign of Amar Ujala and Two Wheels Too Far.
