RTO offices In Ladakh

Ladakh is an Indian-administered Union Territory having the highest mountain passes, breathtaking landscapes, and crystal-clear skies. It attracts a huge number of tourists across the country every year. Despite Ladakh’s low population, it faces a lot of traffic congestion due to its tourism. 

The 2 RTOs (LA-01 and LA-02) look after the transportation system throughout the Union Territory.

Ladakh RTOs enable the following transportation-related services to the people:

• Issuance and approval to renew driving licence
• Issuance of conductor licence
• Authentication of fitness certificate
• Issuance of NOC for vehicle
• Issuance and vehicle RC renewal  
• Inspection of vehicles 
• Provide online motor vehicle permits
• Transfer vehicle ownership
• Authentication of PUC certificates

The RTOs of Ladakh are responsible for issuing different types of driving licence under Section 213 (1) of the Motor Vehicles Act of 1988. These are:

• Learner’s Licence
• Permanent Driving Licence
• Commercial Driving Licence
• International Driving Licence

Ladakh RTOs provide two types of vehicle registration certificate to the applicants, including:

• Temporary Registration 

• Permanent Registration

After a successful application, the RTOs will verify all the documents to issue a vehicle registration certificate. Here, carrying a soft or hard copy of this registration certificate while driving is mandatory.

A few of the vehicle registration charges applicable in Ladakh RTOs include:

• Registration Charges (for all cars): ₹600

• Temporary Registration Charges (for up to 1 month): ₹1500 to ₹2500

• Hypothecation Charges (if the vehicle is purchased on loan): ₹1500

• Parking Fee or State Development Charges: ₹2000 to ₹4000 

• Number Plate Charges (as well as HSRP Number Plate): ₹230 to ₹400

• FasTag Charges: ₹500 to ₹600

The Administration of the Union Territory of Ladakh imposes road taxes in the Union Territory of Ladakh. As per the Notification of 26 March 2021, the road taxes of Ladakh are:

• Two-wheelers Less than ₹2 Lakhs: 3% One Time Tax on the cost of the vehicle (excluding GST)

• All Motor Vehicles Below ₹10 Lakhs: 6% One Time Tax of the cost of the vehicle (excluding GST)

• All Motor Vehicles Above ₹10 Lakhs: 9% One Time Tax on the cost of the vehicle (excluding GST)

If anyone violates traffic rules while driving, it attracts heavy penalties. The list of traffic fines in Ladakh to be paid by residents are:

• Driving without a Seat Belt: ₹1000 

• Triple Riding on Two-wheeler: ₹1000

• Driving without a Number Plate: ₹500 (for the first offence) and ₹1500 (for repeated offence)

• Minor Driving Vehicle: ₹25000

• Disobeying Traffic Signals: ₹5000 (for the first offence) and ₹10000 (for repeated offence)

• Carrying Explosive or Inflammable Substances: ₹10000

• Racing on the Streets: ₹5000 (for the first offence) and ₹10000 (for repeated offence)

• Riding with No Helmet: ₹1000 

Yes, it is mandatory to carry motor insurance while driving a vehicle on the roads in Ladakh. Otherwise, it would cost a fine of ₹2000 from an individual, along with imprisonment and community services.

According to a news report, the Manali-Leh finally resumed for visitors after months. This highway connects Ladakh to the rest of the country. Another news confirms Subedar Major Tsewang Murop, Vir Chakra, a gallant soldier of the Indian Army and Kargil war hero, died in a tragic road accident in Ladakh.

Apart from these, a report suggests the Ladakh administration is planning to build tunnels across 4 high passes in Ladakh. It is to improve connectivity during snow for the military and civilians. Moreover, Wayil Truss Bridge, the first semi-arch bridge, is reported to emerge as a link between Kashmir and Ladakh to ease the journey on the highway.
