RTO Indore

Indore is one of the largest and busiest cities in Madhya Pradesh. It is considered the biggest metropolitan city in the central part of India. The city has different important headquarters and also very popular residential areas. Every road event in Indore is managed by Indore RTO, which has the code number MP09. 

RTO Indore is responsible for issuing registration certificates, collecting road taxes, making and enforcing traffic rules and many more. The RTO is also entitled to collect traffic fines and monitor traffic rules violation cases.

The RTO in Indore provides a full range of services that aim to maintain the balance of the transportation sector and adhere to road and traffic laws. Below is a detailed overview of the key services provided by the RTO in Indore:

1. Vehicle Registration

• New Vehicle Registration:

This is mandatory for vehicles used by both private and business customers. After entering all necessary details, Indore RTO provides legal evidence called a Registration Certificate (RC). Identification documents generally include residence proof, vehicle insurance details, sale invoices, and Pollution Under Control (PUC) certificates. 

The officer inspects the vehicle and, upon qualification, issues the RC. In the case of private vehicles, the RC remains valid for 15 years and needs to be renewed after that.

• Transfer of Ownership:

 In the event of a sale that is consequent upon use, the RTO helps change the car ownership. This entails providing the new owner’s details to the RC to ensure that legal responsibilities for the vehicle are all transferred.​

• Temporary and Permanent Registration:

 One policy favouring the automobile industry is that the dealer issues a temporary registration document for 30 days as you get a new vehicle. Currently, the owner has permanent registration with the RTO for the car and obtains the official RC.​

2. Driving Licences

• Types of Licences: 

The RTO provides different types of driving licences, such as learner’s, permanent, and International driving permits (IDP). To be given a licence, applicants must sit for tests to prove that they know traffic laws and everything related to driving.

• Renewal of Licences: 

The RTO is also responsible for processing licence renewals since they are valid for a maximum of 20 years or may be selected by the licence holder based on age. The same shall apply for privatisation, where licences become renewable after 20 years or as per their age Preferences. Also, when one is lost or damaged, the RTO can provide a duplicate of the licence.​

• Licence Endorsements and Upgrades: 

Those who want to change their type of plates to drive other types of vehicles, like commercial ones, can request updates or endorsements to the current licence​. 

3. Vehicle Permits

The RTO issues permits for the commercial transport subsectors, including taxis, buses, and trucks, to legalise these vehicles. There are two types of permits, local and interstate, and more subcategories depending on the type of operations the vehicle will perform. 

The former may include special or limited permits valid for a short period, while the latter is necessary for curbstone transactions across states.

4. Road Tax Collection

In some RTOs, road taxes are also collected during vehicle registration. Most private cars have a lifetime road tax, which is annual and depends on the value and type of the car. For commercial vehicles, the tax can’t be paid for less than one year and depends on the vehicle's size and use​.

5. Fitness Certificate for Vehicles

Examinations of the fittest of the vehicles are central to making certain that the commercial vehicles on the roads are appropriate to be on the roads. The RTO administers these tests and offers a fitness certificate that reveals the car is safe. These certificates require renewal after a specific period, depending on the type of car used and its type.

6. Pollution Under Control (PUC) Certificate

To ascertain environmental quality, the RTO regulates all vehicles to pass emissions tests and issue the PUC certificate. 7. No Objection Certificate (NOC)

If a vehicle owner intends to transfer his vehicle to another state or RTO jurisdiction, he or she needs a No Objection Certificate (NOC). This certificate can transfer the automobile's registration to the new residential area. The NOC is required for cases of vehicle transfers from one state to another and from one zone to another zone within the same state.

8. Hypothecation Services

If a car is bought under the credit sale, the financier’s information must be included in the RC via hypothecation. The financier’s details appear on the RC, and once the loan is paid and the car is returned to the owner, the VIN holder may apply to remove those records. Hypothecation service helps establish that the vehicle's owner has a right to own the vehicle and that the legal payments to be made on the same vehicle have been paid.

9. Enforcement and Road Safety Initiatives

RTO is governed by law in traffic regulation and is responsible for maintaining law and order on the road. This involves tracking the public's adherence to traffic laws, arresting offenders, including those who over-speed, drink, and drive, and conducting campaigns on road safety with other government departments and organisations.

Indore RTO offers several  types of driving licence similar to other regions in Madhya Pradesh:

1. Temporary Registration

Temporarily registering is issued when a new vehicle is bought and is valid for one month in Indore. This register allows the car to be driven on the road while waiting for the registration. Usually, the dealership arranges temporary registration, but the owner has to visit the RTO for permanent registration within this period.

Key Points:

• Validity: Lasts up to one month.
• Purpose: Authorisation to drive till the period of permanent registration is obtained.
• Issuing Authority: This dealership of the vehicle is authorised by the RTO.

2. Permanent Registration

It has to be noted that permanent registration is required from the statutory right of any vehicle to operate on Indian roads. After a registration number is provided, it is valid for fifteen years, at least for a private car, and can be renewed again.

Key Points:

• Validity: Private vehicle user licence – 15 years validity and renewable after the validity expires.
• Registration Certificate (RC): After the car's registration has been concluded, a photocopy of the vehicle registration document must be produced.
• Issuing Authority: In the case of Indore RTO, after verifying all the documents associated with the automobile and inspecting the automobile.

The legal and official number plates for use in the Indore region are issued and authenticated by the Indore RTO after vehicle registration. Below are the various types of number plates that the Indore RTO issues:

Here are some typical charges for vehicle registration in Indore:

• Two-wheelers: ₹50
• Imported Motorcycles: ₹2,500
• Imported Cars: ₹5,000
• Three-Wheelers (private): ₹600
• Commercial Three-Wheelers: ₹1,000
• Medium Goods and Passenger Vehicles: ₹1,000
• Heavy Passenger and Goods Vehicles: ₹1,500

The road tax rates in Indore are similar to those of the Madhya Pradesh road tax. These tax rates are as follows:

For Two-Wheelers

• Motorcycles (Below 100 cc engine capacity): Road tax is typically 4% to 6% of the vehicle's cost.
• Motorcycles (Above 100 cc engine capacity): 6% to 8% of the vehicle's cost.
• Electric Two-Wheelers: Road tax is lower, often at 1% to 2% of the vehicle's cost.

The road tax for older vehicles decreases based on their age. The longer the vehicle has been registered, the lower the tax percentage when re-registering it.

For Four-Wheelers

Petrol Vehicles:

• Vehicles up to ₹10 lakhs: Around 7% of the vehicle's cost.
• Vehicles between ₹10 and ₹20 lakhs: Approximately 8% to 9%.
• Vehicles above ₹20 lakhs: 9% to 10%.

Diesel Vehicles:

• Vehicles up to ₹10 lakhs: Roughly 8%.
• Vehicles between ₹10 and ₹20 lakhs: Around 9% to 10%.
• Vehicles above ₹20 lakhs: Approximately 11%.
• CNG/LPG Vehicles: Tax is usually lower, about 4% to 6% of the vehicle's value, depending on the cost of the vehicle.

Indore RTO follows the traffic fine structure of the state of Madhya Pradesh. Local RTO takes all the charges of monitoring traffic rules and collecting fines. Different types of fines that people should pay if they disobey any traffic rule are: 

• Driving without wearing a helmet and seatbelt: ₹1000

• Violating road laws: ₹1000

• Unregistered vehicle on the road: ₹2000

• Driving without a number plate (first time): ₹500

• Driving without a number plate (subsequent offences): ₹1500

• Parking in a no-parking zone (first time): ₹500

• Parking in a no-parking zone (subsequent times): ₹1500

• Minor driving: ₹25000

• Drunken driving: ₹10000

• Triple riding: ₹1000

• Overspeeding an LMV: ₹1000

• Overspeeding medium goods and passenger-carrying vehicles: ₹2000

Yes, it is mandatory to have motor insurance to drive a vehicle on the road in Indore. Vehicle insurance helps people to manage any sort of accident damage. There are different 3rd party insurance companies available that can offer multiple vehicle insurance plans. Not having a vehicle insurance plan can cause ₹2000 as a fine.

To register a vehicle at the Indore Regional Transport Office (RTO), the following documents are required:

1. Form 20 – Application for Registration of a New Vehicle

This form is necessary for registering a new vehicle. It contains information regarding the vehicle, owner, etc.

2. Sale Certificate (Form 21)

This certificate from the vehicle dealer confirms the sale and showcases the legality. It contains details, such as date of purchase, seller, buyer, etc.

3. Roadworthiness Certificate (Form 22)

Issued by the manufacturer, this document certifies that the vehicle is fit for road use.

4. Vehicle Insurance Certificate

A valid insurance policy covering at least third-party liability is mandatory.

5. Temporary Registration Certificate (if applicable)

The certificate must be submitted for permanent registration if the vehicle has been temporarily registered.

6. Pollution Under Control (PUC) Certificate

This verifies that the vehicle complies with emission norms and are fit to be on the road without excessive pollution. 

7. Invoice from the Dealer

Required to verify the purchase details from the dealer and other information of the purchased vehicle.

8. Road Tax Payment Receipt

Road tax payment is made at the time of registration and it is mandatory. Therefore, the receipt of road tax payment is essential.

9. Proof of Identity

Documents such as Aadhaar, Voter ID, PAN card, or passport are accepted.

10. Proof of the Address of the Vehicle's Owner

Address verification documents like Aadhaar, Voter ID, utility bills, or a lease agreement must be provided.

11. Customs Clearance Certificate (for imported Vehicles)

If applicable, this certificate is needed.

12. PAN Card or Form 60/61

For vehicles costing over ₹50,000, a PAN card is required. If unavailable, Form 60/61 can be submitted.

13. Bank NOC (if financed)

If the vehicle is financed, an NOC from the lender is mandatory.

Recently, a tragic accident happened in Indore, where a speeding BMW, driving on the wrong lane, rammed into two women going on a scooter. Unfortunately, both the victims passed away, and the accused was arrested and charged with rash driving and culpable homicide.

Perusing the traffic scenario 2024, the Indore Traffic Police are adopting various measures to minimise the frequency of accidents, which are monitored and controlled using advanced technology tools for real-time traffic information.

A few road safety campaigns in Indore that took place recently:

• On August 5th 2024, under the Traffic Mitra initiative, the Mayor, police commissioner, students, doctors, etc and over 1,000 people managed traffic at various city intersections. 
• Nexus Indore Central, Treasure Island Mall, and Indore Traffic Police conducted a donation campaign on January 20, 2023. This campaign was designed to increase public awareness of traffic signs and driving norms. About 25 interactive sessions were conducted, and information booklets were distributed.
