Yes. Foreign citizens, including Indian nationals, can apply in person at the Consular Division of the Russian Embassy in New Delhi or at any of the Consulate Generals (Mumbai, Chennai, Kolkata) by booking an appointment online. Alternatively, applications can be submitted through official Russian Visa Centres in India.

Can third-country nationals residing in India apply for a Russian visa here?

What are the working hours for visa-related services?

At the New Delhi Embassy, visa services are open Monday–Thursday from 10:00 to 14:00. In Chennai, applicants are received Monday, Wednesday, and Friday from 9:30 to 12:30; visas issued from 12:30 to 14:00.

Can I apply for a visa on behalf of someone else?

Yes. Travel agencies and companies can submit visa applications for clients or employees. Individuals, diplomats, and officials may also apply directly at the mission after booking an appointment.
