Patna is home to many cultural heritage sites that attract tourists from across India. To ease travelling to the city, it has a potent network of roads that connects it to other parts of India. For example, places like Rajgir, Siliguri, Bodhgaya, Ranchi, etc., are all conveniently connected via road with Patna. 

The local RTO (BR-01) ensures the road transportation system of Patna runs smoothly. It performs many other services like issuing driving licences, providing NOC, etc.

The Patna RTO is responsible for various operations. The following list contains some of the major ones:

Patna RTO issues two types of vehicle registration certificate: 

• Temporary Registration

• Permanent Registration  

In Patna, the authorities follow the Bihar road tax for two-wheelers, four-wheelers, and commercial vehicles. The calculation is based on the cost of the vehicle, seating capacity, model type, laden weight capacity, etc. 

• Road Tax for Two-Wheelers: 8% to 12% of the vehicle's cost 

• Road Tax for Four-Wheelers: 8% to 12% of the vehicle's cost 

• Road Tax for Commercial Vehicles (Taxis): 8% to 12% of the vehicle's cost 

• Road Tax for Commercial Vehicles (Buses): ₹550 to 1300 per seat 

• Road Tax for Commercial Vehicles (Goods Carriages): ₹6500 to ₹8000 per tonne (one-time payment valid for 10 years), or, ₹600 to ₹750 per tonne per year 

To reduce the number of traffic rule violations and resultant accidents, the state government has implemented strict practices. Here are some of the common violations and their fines: 

• Parking in the ‘No Parking’ Zone: ₹500 

• Disobeying Traffic Signals: ₹5000 (first time), ₹10000 (Second time) 

• Triple Riding on a Two-wheeler: ₹1000 

• Over speeding: ₹2000 (LMVs), ₹4000 (passenger/goods vehicle) 

• Dangerous Driving: ₹5000 (first time), ₹10000 (Second time) 

Third-party insurance can save a vehicle owner from unpredictable situations. It provides coverage for damages to third-party property or to a third person. In Patna, and across India, it is mandatory to have motor insurance while driving. If the authorities find you driving without insurance, a fine of ₹2000 would be levied.

According to a report, in Patna’s Bakhtiyarpur 6 people died in a collision between two e-rickshaws and a mini truck. The mini truck on the Patna-Mokama State Highway collided with these e-rickshaws which were coming from opposite directions. This accident also injured four more people severely. 

Another report informs about an accident that took place in Katihar. 7 people of the same family died when an uncontrolled truck ran over an auto that was headed towards Katihar Junction. This accident on NH 81 near Dighri Petrol Pump also rendered 1 severely injured. 

To reduce the number of accidents, the state transport department organised activities to spread awareness regarding traffic rules and safety practices under National Road Safety Week. 

According to The Times of India report, the state transport commissioner Seema Tripathi said that it is crucial for the auto rickshaw to learn the general rules of road safety. She further added that the refresher training for auto, bus, and truck drivers would leave a prominent impact in the upcoming days.
