Located in Northwestern India, Hisar is the administrative headquarter and municipal corporation of the Hisar division in the state of Haryana. The city has been identified as a counter-magnet city for the National Capital Region to attract migrants and develop as an alternative centre of growth to Delhi. T

herefore, setting up an RTO has become mandatory here. Hisar has three RTOs, HR20, HR39 and HR53.

Hisar RTO accumulates a database of every registered vehicle under the name of the vehicle owners in that particular region. These are:

• Issuing and vehicle RC renewal
• Providing NOC for a vehicle to transfer ownership
• Collecting vehicle taxes
• Issuing tourist and motor vehicle permit
• Issuing and renewing a driving licence
• Providing international driving license 
• Providing PUC certificate
• Issuing vehicle fitness certificate

Hisar RTO provides multiple types of driving licence to drive or ride safely under the legal supervision of the Transport Department of this State. These are:

• Motorcycle licence (without gears)
• Heavy vehicle driving licence
• Light motor vehicle licence over 50cc
• Two-wheeler licence of 50cc or less
• Light motor vehicle licence (non-transport)
• Heavy passenger vehicle licence
• Light Motor Vehicle licence (commercial)
• Heavy trailer licence

There are 2 types of vehicle registration certificate issued in Hisar RTO. These are as follows:

• Permanent Registration

• Temporary Registration

Once the regulatory processes of registration are completed properly, individuals will get a unique registration number on their vehicles after the officials verify their documents. Note that, complete all involved steps carefully to avoid delayed services.

During the registration of a vehicle, the regional transport department takes a fee from its vehicle owner. These charges of Hisar RTO include:

• Registration: ₹600

• FasTag: ₹600

• Number Plate: ₹230 to ₹400

• Parking Fee: ₹2000 to ₹4000

• Temporary Registration: ₹1200 to ₹1500 (for 1 month)

• Hypothecation: ₹1500

Hisar RTO follows the Haryana road tax as mentioned by the Transport Department depending on the categories of the vehicles and their prices. These include:

• Two-Wheelers (below ₹75000): 4% of the vehicle’s cost

• Two-Wheelers (from ₹75000 to ₹2 lakhs and above): 6% to 8% of the vehicle’s cost

• Four-Wheelers (below ₹6 lakhs): 5% of the vehicle’s cost

• Four-Wheelers (from ₹6 lakhs to ₹20 lakhs and above): 8% to 10% of the vehicle’s cost

• Commercial Vehicle (4 to 6 seats): ₹600 to ₹625 quarterly

• Commercial Vehicle (7 to 12 seats): ₹1450 quarterly

Hisar maintains the traffic fines of Haryana for violations of traffic rules. Some traffic fines in Haryana include:

• Rash driving: ₹5000 (first time), ₹10000 (repetition)

• Driving/Riding without a licence: ₹5000 

• Overtaking violations: ₹5000 to ₹10000

• Driving without a helmet: ₹1000 

• Blocking emergency vehicles: ₹10000 and /or 6 months of imprisonment

• Smoking while driving: ₹500 to ₹1500

• Not reporting a change of address within the prescribed time: ₹500 for the first time and ₹1000 for the repetition of this same offence

• Violating air pollution standards: ₹2000 for the first time along with 3 months of licence disqualification and ₹4000 for the repetition of this same act along with 3 months of licence seizure

• Driving or riding without a permit: Up to ₹10000 and/or imprisonment for 6 months 

• Unnecessary honking: ₹1000 to ₹2000 

Yes, it is mandatory to have motor insurance while driving as this is a punishable act that attracts penalties under the jurisdictions of the Indian Transport Department. In this regard, Hisar RTO penalises ₹2000 for the first time and ₹4000 for the repetition of this same act according to the road rules of India.

According to a recent report, The Public Works Department (PWD) has closed the Hisar-Talwandi Rana road for expanding the airport. As a result, residents of 6 adjoining villages protested the roadblock and demanded a new adjoining road on the boundary of the airport near Hisar. The administration closed the airport and provided an alternate route via Talwandi Rana road to the Barwala-Chandigarh highway for commuters from Hisar.
