RTO Sirsa

Sirsa is a city in the westernmost region of Haryana and the municipal council in the district is named after the city. It is located in the Thar Desert and borders Rajasthan and Punjab. One RTO office (HR-24) takes care of services like vehicle registration, issuance of driving licence, collection of road tax and maintaining traffic in this region.

Sirsa RTO’s functions are: 

• Issuance of learner’s licence, permanent driving licence 
• When the original DL is lost, the issuance of a duplicate DL 
• Granting transfer of vehicle ownership 
• Change of address in driving licence
• Hypothecation, termination, and endorsement
• Collection of fines and road taxes 
• Adding newly purchased vehicles under existing driving licence 
• Conducting driving tests
• Issuance of vehicle fitness certificates 
• Issuance of registration certificates for commercial and private vehicles 
• Issuance of duplicate registration certificate
• Change of address in the registration certificate 
• Inspection of vehicles at check posts 
• Providing CNG or LPG conversions 
• Issuance of national permits 
• Issuance of NOC and PUC 
• Providing international driving licence

RTO Sirsa provides several types of driving licence, such as:

Sirsa RTO issues two types of vehicle registration: 

• Temporary Registration 

• Permanent registration

According to the Motor Vehicle Act, it is mandatory to carry the registration certificate at all times while driving on public roads. 

This list covers a few charges that come along with vehicle registration in Sirsa: 

• Registration charges (applicable to every vehicle): ₹600 

• Parking fee or State Development Charges: ₹2000 -₹4000 

• Number plate charges (including HSRP number plates): ₹230 - ₹400 

• Hypothecation charges: ₹1500 (In case a vehicle is purchased on a loan) 

• Temporary registration charges: ₹1200 – ₹1500 

• FasTag charges: ₹600

The road tax in Haryana are applicable to Sirsa as well. The following list can provide a primary idea:  

• Commercial vehicles (with up to 4 seats): ₹600 quarterly

• Commercial vehicles (with 4 to 6 seats): ₹625 quarterly

• Commercial vehicles (with 7 to 12 seats): ₹1450 quarterly

• Four-wheelers (costing up to ₹6 lakh): 5% of the vehicle’s cost 

• Four-wheelers (costing between ₹6 lakh and ₹20 lakh): 8% of the vehicle’s cost

• Four-wheelers (costing more than ₹20 lakh): 10% of the vehicle’s cost 

• Two-wheelers (costing up to ₹75000): 4% of the vehicle’s cost  

• Two-wheelers (costing between ₹75000 to ₹2 lakh): 6% of the vehicle’s cost 

• Two-wheelers (costing more than ₹2 lakh): 8% of the vehicle’s cost

Traffic fines and penalties apply when someone breaks a traffic rule in Sirsa. Here is a short list of a few common traffic rule violations:

• Under age driving (w/o DL): ₹5000 

• Not paying road tax: ₹500 (first times), ₹1500 (subsequent times) 

• Carrying more than seating capacity: ₹500 to ₹1500  

• Plying transport vehicle without fitness: ₹10000 (first time / subsequent times) 

• Driving physically/mentally unfit: ₹1000 to ₹2000

• Driving without RC: ₹5000 (first time), ₹10000 (second time) 

Like across the country, vehicle insurance is mandatory in Sirsa too. It provides cover to a vehicle owner against unpredictable accidents and harm. Vehicle insurance can cover:

• Lawsuits that emerge from accidents that have injured or damaged a third party.

• Damages to the vehicle of specific types.

• Repair work for the vehicle in an accident.

• Benefits for the family of the deceased

To mandate this further, a penalty of ₹2000 to ₹4000 is charged for driving a vehicle without insurance in Sirsa.

According to a Times of India report on 3rd January, 5 people died in a car crash in Sirsa. Near Mehna Khera village, a car rammed into a tree and got slashed into 2 pieces, killing 5 passengers among 7.   

Another 5th January report says that on National Highway-9 due to foggy conditions, a transporter named Satish Sindhu died and for several hours his body got trampled over by vehicles due to fog-enveloped road conditions. 

It is reported that, from 15th to 17th February, Honda Motorcycle and Scooter India (HMSI) held a three-day event aiming at road safety and awareness. According to Prabhu Nagaraj, the operating officer, the right knowledge from an early age is necessary to create responsible road users.
