RTO Rohtak

Rohtak is one of the districts of the Indian state of Haryana. It is also the administrative headquarters of the district that locates itself 70 kilometres northwest of New Delhi. The transport system of this 139 sq km region is taken care of by its two RTO offices (HR-12 and HR-46). 

Apart from that they perform various other duties and services that help the citizens in several ways.

Here are the functions of the Rohtak RTO offices: 

• Issuance of learner’s licence, permanent driving licence 
• Approving change of address in driving licence 
• Issuance of registration certificates for private and commercial vehicles 
• Granting transfer of vehicle ownership 
• Issuance of duplicate vehicle registration certificate
• Providing international driving licence
• Transfer of vehicle registration 
• In the event of loss of the original certificate, providing a duplicate driving licence 
• Hypothecation, termination, and endorsement 
• Inspection of vehicles at check posts 
• Issuance of NOC and PUC 
• Conducting driving tests
• Issuance of national permits 
• Issuance of fitness certificates 
• Providing CNG or LPG conversions 
• Collection of fines and road taxes

RTO Rohtak provides the following types of driving licence:  

• Road roller

• Invalid carriage 

• Special motor vehicles

• Transport vehicles (Buses, vans, trucks, etc.)

• Light motor vehicles (Hatchbacks, sedans, etc.)

• Geared motorcycle 

• Gearless motorcycles (Mopeds, scooters, etc.)

Rohtak RTO issues two types of vehicle registration: 

• Temporary Registration 

• Permanent registration

It is mandated by law that one has to carry a soft or hard copy of the registration certificate at all times while driving.

There are various other charges than the registration charge that is involved in the registration process. Here is a short list covering a few: 

• Registration charges: ₹600 (applicable to every vehicle) 

• Temporary registration charges: ₹1200 – ₹1500 

• Parking fee (Or, State Development Charges): ₹2000 -₹4000 

• FasTag charges: ₹600

• Number plate charges (Including HSRP number plates): ₹230 - ₹400 

• Hypothecation charges: ₹1500 

Rohtak follows the norms and road tax in Haryana. This list will provide a clear idea:  

• Two-wheelers priced up to ₹75000: 4% of the vehicle’s price 

• Two-wheelers priced between ₹75000 to ₹2 lakh: 6% of the vehicle’s price

• Two-wheelers priced more than ₹2 lakh: 8% of the vehicle’s price

• Commercial vehicles with up to 4 seats: ₹600 (quarterly)

• Commercial vehicles with 4 to 6 seats: ₹625 (quarterly)

• Commercial vehicles with 7 to 12 seats: ₹1450 (quarterly) 

• Four-wheelers priced up to ₹6 lakh: 5% of the vehicle’s price

• Four-wheelers priced between ₹6 lakh and ₹20 lakh: 8% of the vehicle’s price

• Four-wheelers priced more than ₹20 lakh: 10% of the vehicle’s price

Traffic fines apply for traffic rule violators in Rohtak. Here is a short of some common traffic rule violations:

• Dangerous driving: ₹5000 to ₹10000 

• Driving physically/mentally unfit: ₹1000 to ₹2000

• Violation of air pollution standards: ₹10000

• Under age driving (w/o DL): ₹5000 

• Carrying more than seating capacity: ₹500 to ₹1500  

In Rohtak vehicle insurance is mandatory. It acts as a protection for citizens against unpredictable liabilities. Vehicle insurance can cover: 

• Lawsuits due to an accident that has damaged a third party. 

• Benefits for the family of the deceased. 

• Damages of specific types. 

• Repair work due to accidental damages. 

Additionally, ₹2000 to ₹4000 fine is applicable for driving a vehicle without insurance.

In a 19th February report, there was an accident that killed a conductor and injured 2 more. In Rohtak's Sampla, on the Rohtak-Delhi Highway, the accident took place between a tractor and a tempo in foggy weather. Furthermore, according to an 11th February report, a Fortuner vehicle lost control and overturned at a turn in Suncity Sector-36 killing a passenger and injuring 2 others. 

According to the Times of India 8th February news update, road safety experts are pointing out that it is an urgent situation where speed-calming measures are necessary and vulnerable road users are needed to be protected. Availability of trauma care is also necessary for effective response to an accident. 

Additionally, Kailash Gahlot, the State Transport Minister said that they have taken measures to make heavy motor drivers more responsible instead of just stopping them to speed, provided access to underpasses and over bridges where necessary and more.
