Karwar RTO performs the following functions:

• Conducts vehicle fitness tests for issuing fitness certificates for vehicles.

• Issues No Objection Certificates (NOC) for vehicle registration in another state.

• Conducts driving tests for issuing driver’s licences

• Registration and renewal of the registration certificates of vehicles

• Issuing pollution certificates (PUC)

• Issues vehicle permits

• Issues International Driving Permit ( IDP)

• Transfers ownership of vehicles

Karwar RTO is responsible for offering different types of driving licence for specific vehicles issued here. Here are some of these:

• Licence for a Motor vehicle with gears

• Licence for Light motor vehicles for transport purposes.

Karwar RTO provides two types of vehicle registrations:

• Temporary Registration: The validity of this registration is 7-30 days.

• Permanent Registration: Permanent registration should be completed before the expiry of the temporary registration.

• Registration Charges: ₹600 for all cars

• Temporary Registration Charges: ₹1200- ₹1500

• Hypothecation Charges: ₹1500 

• Number Plate Charges: ₹230- ₹400

• State Development Charges: ₹2000-₹4000

The fee of a duplication registration certificate is half the amount of the registration of the vehicle.

Karwar RTO follows the Karnataka Road Tax structure when collecting road taxes from the residents. Here are some of the highlights of the road taxes you need to pay:

Road Tax on Bikes:

• Under ₹5000: 10% of vehicle cost
• About ₹5000-₹100000: 12% of vehicle cost
• Over ₹100000: 18% of vehicle cost

Road Tax on Four-wheelers:

• Under ₹5 lakhs: 13% of vehicle cost
• About ₹5 lakhs-₹10 lakhs: 14% of vehicle cost
• Between₹10 lakhs and ₹20 lakhs: 17% of vehicle cost
• Over ₹20 lakhs: 18% of vehicle cost

If you do not get your car insured and drive it on the road, you will have to pay a fine of ₹2000 for the first offence, and ₹4000, for the second time. Hence, In India, it is mandatory to have motor insurance. Third-party insurance is a compulsion for all vehicle owners in India.

Road accidents happen due to people who violate traffic rules. Additionally, poor road conditions are another cause of road accidents.

• The unscientific four-laning on highways in Karwar was the reason behind people's protests ten years back. Traffic was disrupted and came to a halt due to heavy rainfall which caused water logging on the highways. According to a report, Janashakti  Vedike president Madhav Nayak has stressed the necessity of having a bypass constructed in Karwar.

• In January 2023, a road accident in Karwar took four lives and severely injured one of the four people. According to the police, the accident took place when a Karnataka Government bus collided head-on with a car carrying four people.

• Road Safety Awareness Drive by Aditya Birla Chemicals

In this year’s Road Safety Week during January, a campaign called the Aditya Birla Chemicals organised various road safety awareness drives in schools and inside factory units in Karwar. Since there are hazardous chemicals that are transported, awareness drives about safety measures were conducted to promote road safety. 

• Run for Road Safety

The Rotary Club for Karwar organised the run for road safety event which started from Mitra Samaj and ended at Namma Karwar. While running people used slogans and hoarding to educate people about road safety norms and why they should be followed strictly.
