RTO Hubli

Hubli is the second largest city in Karnataka. The fast-growing city has emerged as an important commercial centre in the state. This has increased traffic congestion and disrupted road safety norms in the area to a certain extent. To solve these traffic issues, the KA-63 RTO office has been established at Hubli. It aids in local trade by upholding road safety infrastructure in the region. 

This office was established under the Motor Vehicles Act, 1988. It empowered the RTO office to authenticate motor vehicles in the region.  

The RTO office at Hubli is responsible to carry out the following roles and duties: 

• Issue/renew RC for personal vehicles

• Provide vehicle fitness certificate

• Issue Conductor’s Licence

• Offer NOC for vehicle transfer

• Provide Driver’s Licence and Learner’s Licence

• Collect road tax

• Issue/renew Registration for commercial vehicles

• Promote Road Safety

• Conduct pollution check and issue PUC Certificate

• Renewal of driver’s licence

Four types of driving licences are provided by the Hubli RTO office. 

• Learner’s Licence
• Permanent Driving Licence
• International Driving Licence
• Commercial Driving Licence

The RTO office at Hubli issues two different types of vehicle registration:

• Temporary Registration

• Permanent Registration

Following are some of the charges for registering a vehicle in the Hubli district: 

• Two-wheelers: ₹300

• Three-wheelers: ₹600 (non-transport), ₹1000 (transport)

• LMV/Four wheelers: ₹600 (non-transport), ₹1000 (transport)

• Medium goods vehicle: ₹1000

• Heavy goods motor vehicle: ₹1500

• Imported bikes: ₹2500

• Imported cars: ₹5000

KA-63 RTO office is responsible for collecting road tax, and follows the Karnataka road tax norms on behalf of the state government.

• For Two-wheelers: 10% - 12% of the vehicle price 

• For Four wheelers: 13% - 18% of the vehicle price

Flouting traffic laws in Hubli will lead to penalties and may result in imprisonment in certain cases. Here are the traffic fines in Karnataka that are applicable in Hubli. 

• Over speeding: ₹1000 - ₹2000

• Driving without seatbelt: ₹500

• Driving without insurance: ₹1000 (two-wheelers), ₹2000 (other vehicles)

• More than 2 people on two-wheelers: ₹2000

• Blocking emergency vehicle on road: ₹1000

• Driving while intoxicated: First offence – ₹10000 and/or 6 months imprisonment, and Repeated offence will lead to ₹15000 and/or 2 years imprisonment

• Using mobile while driving: ₹5000

• Driving without a valid Driving Licence: ₹1000 - ₹5000 based on the type of vehicle

Yes, it is mandatory to have a motor insurance in the Hubli district. It is mandated by law that each vehicle must have at least third-party insurance. The vehicle owner may or may not choose to get self-insurance but it is not mandatory. If you are caught driving without vehicle insurance, you will be fined between ₹1000 - ₹4000.

According to a report, the Hubli-Dharwad Traffic Police has registered over 3.25 lakh traffic violations in the last 4 years. In the wake of this, the state government announced a 50% rebate on the due fines. By offering the rebate, the government hopes to recover up to ₹8 crore worth of traffic fines. 

As per reports, multiple parking spots and diversions were introduced in Hubli on the occasion of the Prime Minister's visit. Traffic movement was blocked on multiple roads for 6 hours on two consecutive days. It further instigated a complete blockade of heavy motor vehicle movement in the city.  

Another report said that 8 people died and 25 faced severe injuries after a lorry collided with a private bus. It took place near Hubli after midnight when a private bus collided with a transport truck. 

As per reports, in an innovative measure to create road safety awareness among children, the Hubballi-Dharwad Bus Rapid Transit System or HD-BRTS is developing a traffic park in Hubli. The traffic park will help familiarise children with traffic rules and regulations. The park will contain miniature replicas of traffic signals, footpaths, and zebra crossing to create awareness among the younger generation.

The officials have remarked that children will be able to ride bicycles in the park. The first of such a kind in the Hubli region, the park is inspired by the traffic park in Pune. 

The Hubli-Dharwad police have taken to enforce road safety measures in the region. According to an official press release, the police have launched a drive to penalise the traffic rule violators. The drive was introduced under the Motor Vehicle Act and registered almost 250 cases in two days. 

The commissioner has noted that the drive comes as a way to enforce traffic regulations in the district. In a single day, police have registered 37 cases of faulty registration plates, 79 cases of no registration plates and 3 cases of faulty silencers. The commissioner has clarified that the drive is to create awareness about traffic regulations and not to penalise people.
