RTO Pilibhit

Pilibhit RTO is operating under the Government of Uttar Pradesh Ministry of Road Transport. RTO Pilibhit follows the guidelines written under the Motor Vehicle Act of 1988. It is registered as UP-26. It provides transport and road services, namely, registers new vehicles, issues a No Objection Certificate for registration of vehicles in other states, and much more.

The functions of RTO Offices in Pilibhit are as follows:

• Ensure the effective implementation of the Motor Vehicles Act, 1988, Central Motor Vehicles Rules, 1989, and that of the State Government as well. 

• Issue a registration certificate

• Transfer of vehicle ownership

• Issue vehicle fitness certificate

• Collect vehicle road taxes

• Issue a learner’s permit 

• Issue a driving licence 

• Renew registration and driving licence

• Check the insurance cover of vehicles on the road

• Issue tourist, international driving permits, national permits, passenger vehicle permits, all-India tourist vehicle permits, and school buses and motor vehicle permits

The different types of driving licence that Pilibhit RTO issues to its citizens are:

• Licence for two-wheeler motorcycles that have an engine capacity of 50cc and less 

• Licence for heavy goods motor vehicle

• Licence for heavy trailers

• Licence for vehicles without gear and of any cc

• Licence for light motor vehicles with engine capacity of above 50cc

• Licence for light motor vehicles having non-transport purposes

• Licence for a light motor vehicle having commercial purposes

• Licence for heavy passenger motor vehicle

Pilibhit RTO provides the following types of vehicle registration certificate: 

• Duplicate registration, or Hypothecation certificate

• Permanent registration

Once you have filled out the forms and submitted the documents in Pilibhit RTO, they will provide you with a unique registration number. This number will be the licence plate number of your vehicle. 

The vehicle registration charges in Pilibhit RTO include:

• Issue of Duplicate Trade Certificate: ₹300 to ₹500

• Issue or renewal of Trade Certificate: ₹300 to ₹500 

• Grant or renewal of trade certificate for each vehicle: ₹500 to ₹1000

• Charges for Temporary  Registration: ₹1200 to ₹1500 up to 1 month

• Registration Charges for New Vehicle: ₹600

Pilibhit RTO is under the jurisdiction of Uttar Pradesh (UP) RTO. The Pilibhit RTO applies the same rate as UP road tax. They include:

• For 2-Wheeler Vehicles: 2% to 8% of the cost of the vehicle
• For 3-Wheeler Vehicles: 3% to 9% of the cost of the vehicle

Under the MV Act 2019, traffic fines are revised in India. The new traffic fines in Pilibhit for breaking the traffic rules in Pilibhit are the same as those levied by Uttar Pradesh Government. 

• Absence of Vehicle’s Fitness Certificate: ₹3000
• Not Wearing a Helmet While Riding: ₹1000
• Driving Under the Age of 18 Years: Up to 3 years imprisonment
• Absence of the Right Driving Licence: ₹300
• Absence of Pollution Control Certificate: ₹1000 to ₹2000

It is mandatory to have a motor insurance  coverage for your vehicle, if you are a citizen of Pilibhit, and driving in Pilibhit. The Pilibhit RTO attaches a high challan amount on vehicles for travelling on road without any insurance. If you commit the violation, as a first-time offender, you will have to pay a penalty of ₹2000, and in the case of a second-time offence, the charges rise to ₹4000.

One of the latest incidents of road accidents occurred on 2nd January 2023. A tractor-trolley tried to overtake a car, and as the driver of the tractor-trolley lost control, the car collided and took the lives of two young men. 

Another episode of a road accident took place on 20th October 2022. An overturning of an Army truck led to the injury of two soldiers. The Army truck lost driving control near a sharp bend beside the canal bridge. Later, the soldiers were taken to a community medical centre. According to the doctors, both the soldiers' right arm was fractured.

On 24 January 2023, NCC (National Cadet Corps), school and college-going students took up a campaign to vow to follow traffic rules and regulations, and also to educate the general public about the same. They formed a long 5 km human chain, where a total of 6713 school and college students came together.
