RTO Kanpur

Kanpur is famous across the world for its leather industry. Consequently, this city attracts a lot of people across Uttar Pradesh. Along with that, it also houses a large population making its street busier than ever. The city RTO (code: UP-78) monitors and maintains traffic safety and flow along with other various duties.

Kanpur RTO is responsible for the following functions: 

• Issuing vehicle registration certificate

• Issuing learner's licence and permanent licence  

• Renew driving licence and  registration certificate

• Road tax collection

• Issuing  motor vehicle permits

• Reform and initiate new rules 

• Charging penalties against breaking traffic rules 

• Regulation of driving schools 

• Promotion of road safety

• Providing duplicate RC for vehicle, duplicate licence, hypothecation certificate

Kanpur RTO provides several types of driving licence. Here is a list of some of those: 

• Light motor vehicle licence (Commercial and non-transport)

• Light motor vehicle licence (Motorcycle over 50cc engine capacity and with gear) 

• Heavy goods motor vehicle licence

• Heavy trailer licence (Drivers with heavy motor licence)

• Two-wheeler licence (Lower 50cc engine capacity)

Kanpur RTO provides 2 types of vehicle registration: 

1. Permanent Registration

2. Temporary Registration

A driver will get a plate number for his or her vehicle after the successful completion of the registration.

Here is a short list of the charges that are related to vehicle registration in Kanpur: 

• Registration charges: ₹600 (For all vehicles)

• Hypothecation charges: ₹1500 (Car purchased on a loan)

• Number plate charges: ₹230 - ₹400

• Temporary registration charges: ₹1200 - ₹1500 (up to 1 month)

Depending on the type and subtype of vehicles, UP road tax varies. Kanpur follows a similar system. Here is a short list: 

• Two-wheeler costing below ₹0.20 lakh to above ₹2 lakh:  2% to 8% of their price

• Cars costing below ₹6.00 lakh to above ₹20 lakh: 3% to 9% of their price 

• Vehicles with loading capacity below 1 ton to above 10 tons: ₹665 to ₹3320

If one does not abide by the traffic violation fines in Kanpur one has to pay the fine or face jail time based on The Motor Vehicles (Amendment) Act, 2019. Here is a short list reflecting that: 

• General offence: ₹500 (first time), ₹1500 (second time)

• Not giving way to emergency vehicles: ₹10000

• Over speeding: ₹1000 -2000 (LMV), ₹2000-4000 (MPV/HPV) and licence seizure

• Overloading the vehicle: ₹20000

• Drunk driving: ₹10000 (first time), ₹15000 and imprisonment (second time)

Yes, it is mandatory to have a motor insurance while driving on public roads in Kanpur. This insurance provides coverage when legal complications arise due to some kind of accident where injury to a third person or damage to a third party property is involved. 

Driving without third-party insurance can cost one a ₹1000 fine and/or imprisonment for up to 3 months.

According to a report on 2nd March 2023, there were three people dead and two seriously injured when a pickup van had an accident in Kanpur. The current Chief Minister of Uttar Pradesh mourned their deaths and expressed heartfelt condolences to their family members.

Road safety campaigns were organised between 4th January to 5th February, 2023 in order to increase awareness among people, especially children in schools and colleges. 

There was a clear emphasis on the parking system, overloading, drunken driving and non-use of safety devices in these campaigns.
