RTO Kanpur Dehat

Kanpur Dehat was established on 23rd April 1981, when the state government divided Kanpur into 2 districts: Kanpur Dehat and Kanpur Nagar. It currently houses a large population making its roads very busy, especially during working hours. The Kanpur Dehat RTO (code: UP-77) takes the responsibility to monitor and maintain services like issuance of driving licences, car registration services, driving tests etc.

Kanpur Dehat Regional Transport Office is responsible for the following functions:

• Issuing learner's licence and permanent licence

• Regulation of driving schools

• Issuing vehicle registration certificate

• Reform and initiate new rules

• Providing duplicate RC for vehicle, duplicate licence, hypothecation certificate

• Charging penalties against breaking traffic rules

• Renew driving licence and  registration certificate

• Road tax collection

• Promotion of road safety

• Issuing  motor vehicle permits

There are several types of driving licence that Kanpur Dehat RTO provides. Here is a list of some of those: 

• Two-wheeler licence: Engine capacity 50cc or less 

• Light motor vehicle licence: For motorcycles with gear and over 50cc engine capacity

• Light motor vehicle licence: For commercial and non-transport purposes

• Heavy motor vehicle licence for carrying goods

• Heavy trailer licence: For drivers already possessing the previous licence

Kanpur Dehat RTO provides 2 types of vehicle registration: 

1. Permanent Registration

2. Temporary Registration 

It is mandatory to carry a copy of the vehicle's registration copy soft or hard while driving.

There are a number of charges related to the registration process of a vehicle in Kanpur Dehat:  

• Registration charges are ₹600 irrespective of the vehicle’s cost.

• Temporary registration charges are ₹1200 to ₹1500. 

• Hypothecation charges are ₹1500. 

• Number plate charges are ₹230 to ₹400.

Kanpur Dehat follows a similar system of road tax that UP road tax depends on. The types and subtypes of vehicles dictate the amount. 

• Two-wheeler costing below ₹0.20 to above ₹2 lakh – 2% to 8% of their price

• Four-wheelers between ₹6 lakh to ₹20 lakh – 3% to 9% of their price

• Commercial vehicles with loading capacity below 1 ton to above 10 tons - ₹665 to ₹3320 (+ ₹470 each ton)

As per The Motor Vehicles (Amendment) Act, 2019 there are significant changes in the fines for traffic rule violations. Here is a short list of traffic violation fines one might have to pay in Kanpur Dehat.

• Over speeding: ₹1000 -2000 (light motor vehicle), ₹2000-4000 (medium weight passenger/goods vehicle)

• Driving without a seat belt: ₹1000 

• Violating road regulation: ₹500 - ₹1000 

• Rash driving: ₹1000 - ₹5000 and/or 6 – 12 months prison

• Drunk driving: ₹10000 (first time), ₹15000 and jail time (second time)

Before taking a vehicle to public roads one should note that it is mandatory to have a motor insurance. Failure to show proof that a driver has one would cost him or her fines and even imprisonment. 

To elaborate, this insurance covers legal liabilities that can arise when accidents happen and a third person or a third-party property is injured and damaged respectively.

According to The Times of India report, before 20th November 2022, there were 80 electric buses operating in Kanpur Dehat. On 19th November the Electric Bus Depot launched 20 more buses improving connection among Gurudev Chauraha, Rawatpur, Atal Ghat, and Panki Padao. 

Along with the buses, they also launched a monthly pass scheme where they will provide a 20% discount to passengers opting for that service.

Recently, road safety month, a road safety campaign was conducted in Kanpur Dehat to spread awareness on wearing seat belts and helmets while driving. In the countryside, the locals distributed pamphlets to be made aware of all road safety measures. During the road safety campaign that was being celebrated at Kanpur Dehat, the administration made people walking on the road aware of their responsibilities and their safety. 

It involved distributing pamphlets and visiting various LED vans, localities and intersections.
