Andheri is situated in the Western part of Mumbai and is one of the busiest areas of Maharashtra. Andheri is mostly renowned for its various film studios and tv channels. The RTO code for Andheri RTO is MH-02. It ensures smooth running of all the vehicles under its jurisdiction. Its functions also include the issuing of certificates and registration of vehicles.

The Andheri RTO performs its duties as per the Motor Vehicles Act. It ensures that every vehicle is running smoothly while following traffic rules and regulations. It also holds power to penalise vehicle owners when they go against traffic laws. 

The functions of the Andheri RTO are mentioned below in detail:

• Reviewing applications for the issue and renewal of driving licences. 
• Issues motor vehicle permits.
• Issues vehicle registration certificates.
• Collects penalties and road taxes on behalf of the Government of Maharashtra.
• Issues No Objection Certificates or NOCs. 
• Ensures that all vehicle licence owners have their licences up to date.
• Conducting driving tests for those applying for driver's licences.
• Transfers vehicle ownership.

The types of driving licence issued by the Andheri RTO are as follows:

1. Two-wheeler driving licence

2. Driving licence for Light Motor Vehicles or LMVs.

3. Licence for heavy commercial vehicles.

There are 2 types of vehicle registrations done by RTO Andheri:

1. Permanent Licence

2. Temporary Licence

The registration charges for new vehicles under RTO are as follows:

• Charges for Registration: ₹600 for every four-wheeler
• Hypothecation: ₹1500 for vehicles that are bought on loan
• Charges for Changing the Number Plate: ₹230 - ₹400 for normal as well as High-Security Registration Plates
• Temporary Registration Charges: ₹1200 to ₹1500 for a month 

RTO Andheri follows the rate charged under Maharashtra road tax. The charges are mentioned below:

• For Vehicles Under ₹10 Lakhs: 7% to 13%
• For Vehicles Between ₹10 Lakhs to ₹20 Lakhs: 12% to 14%
• For Vehicles Above ₹20 Lakhs: 13% to 15%

The Andheri RTO abides by the regulations laid down by the Maharashtra government regarding penalties. Maharashtra traffic fines have been imposed in accordance with the Motor Vehicles Act 2019 to keep in check the unlawful behaviours of vehicle owners.

Mentioned below are the penalties for breaking traffic regulations:

• For Driving Without a Seatbelt: ₹1000
• Penalties for Over-Speeding or Racing: ₹5000 or 3 months of prison
• For Using the Mobile While Driving: ₹5000
• Riding a Two-wheeler With More than the Seating Capacity: ₹2000 along with the cancellation of the driving licence
• Riding a Four-wheeler With More than the Seating Capacity: ₹200 for each extra passenger

It is mandatory to have motor insurance while driving a vehicle in Andheri. Having insurance will protect riders from the cost of any damages incurred in case of an accident. Besides, it will also eliminate the risk of having to pay the penalty.

The penalty for driving a vehicle without insurance is ₹2000, along with 3 months of imprisonment.

The Gokhale bridge that connected Andheri West from Andheri East has been closed for a minimum time of 2 years. In November 2022, the bridge was declared to be unsafe for commuting.

The Brihanmumbai Municipal Corporation, or BMC, has stated that the bridge will not be operational until it is reconstructed. Alternate routes have been provided for the residents to commute.

The number of drinking and driving cases has significantly increased in the state of Maharashtra. A recent incident took place in Marol, Andheri East.

3 men were injured, while 1 was declared dead after a car driven by a drunk man hit them. Despite imposing strict rules regarding drinking and driving, cases are being reported frequently. The Maharashtra government levies a penalty of ₹3000 for drinking and imprisonment for 2 years. 

The Andheri Regional Transport Office organised a road safety rally in Andheri West. This drive was organised to inform the auto drivers of the traffic rules and follow them.
