    How to Apply for a Driving Licence in Goa?

    Goa, located on the Southwestern coast of India is economically driven by the industrial sectors, tourism, agriculture and more. The growing economy of the state is supported by a robust transportation network. The entire transport-related operations are supervised by the RTO (Regional Transport Office).

    This government organisation not only maintains databases of vehicles but also issues driving licences in Goa. Vehicle owners must have a permanent driving licence to be legally pliant.

    To obtain a driving licence in Goa and know the different particularities related to it, refer to the sections below!

    Types of Driving Licence Issued in Goa

    Here are the different types of driving licence issued in Goa:

    1. Commercial Licence: A commercial driving licence is issued to vehicle owners who drive heavy vehicles either for the transportation of goods or passengers.  There are certain rules that the government has implemented for the issuance of commercial driving licences. As per the regulations, it is mandatory for heavy vehicle drivers to undergo operational training from a government-authorised training school.

    2. International Driving Licence: An international driving permit is issued to those who are willing to drive their motor vehicles outside India. This official document is valid for one year and is accepted worldwide.  It is important to note that you can apply for an international driving licence only if you have a permanent driving licence with you.

    3. Learner’s Licence: A learner's licence is a provisional driving licence that a vehicle owner has to obtain before applying for a permanent GA driving licence. This temporary licence is valid for six months. Within this period, vehicle owners must make an application for a permanent driving licence.

    4. Permanent Licence: A permanent driving licence is given to vehicle owners who have not only obtained the learner's licence but also have qualified for the driving test.

    Eligibility Criteria to Apply for Driving Licence in Goa

    You must meet the following eligibility criteria in order to obtain a driving licence in India.

    • Individuals should have attained the age of 20 for obtaining a Commercial learning licence.
    • For obtaining a licence for a two-wheeler motor vehicle without gear, an individual must be at least 16 years.
    • To obtain a licence for a vehicle with gear, an individual must be at least 18 years old.

    Documents Required to Apply for Driving Licence in Goa

    1. Age Proof

    How to Apply for a Driving licence Online in Goa?

    In this era of digitisation, acquiring a driving licence in Goa is hassle-free. You can easily apply for a driving licence in Goa online by following the mentioned steps:

    Step 1: Go to the official website of the Goa transport department and navigate to 'Form' section and download PDF formats of Form 1A and Form 1.

    Step 2: Print the form and fill out the forms with necessary details.

    Step-3: Scan the filled up form and save the scanned documents on a pendrive or computer. You also have to fill out Form 2 online.

    Step 3: Now click on ‘RTO services’ from the list of different links and choose ‘Application for grant of learner’s licence’. You will come across the format of Form 2. Provide necessary details to fill it out.

    Step 4: Upload Form 2 along with passport size photograph, necessary documents, guardian/parent’s consent letter, Form 1 and Form 1A.

    Step 5: Provide the captcha code and click on 'Submit'. On submitting you will get an application reference number.

    Step 6: Now confirm a slot for the driving test and attend it on the given date and time. As you pass the test, you will get a hold of the learner's licence.

    Within a span of 30 to 180 days of getting the learner’s licence, you have to apply for a permanent driving licence. Here are the steps that will help you get hold of a permanent driving licence:

    Step 1: Head to official website of Goa transport department and head to e-services portal.

    Step 2: Then choose ‘RTO services’ and click on ‘Application for licence to drive a motor vehicle (Form 4)’

    Step 3: Fill out the form with all necessary details and upload it along with relevant documents, learner’s licence, Form 1A and certificate issued from driving school.

    Step 4: Enter the captcha code and select ‘Submit’. You will now receive the application reference number.

    Book a driving test slot. On qualifying driving licence test, you will receive your permanent driving licence.

    You can also make an online application for a driving licence in Goa from the Parivahan website.

    Step 1: Go to the Parivahan website and navigate to ‘Online Services’.

    Step 2: Choose 'Driving Licence Related Services' from the drop-down menu.

    Step 3: Select the state name- Goa from the list.

    Step 4: On the redirected page, click on ‘Apply for learner licence’. Then read the instructions and click on ‘Continue’.

    Step 5: Select your category. If you are obtaining a driving licence for the first time, choose 'Applicant does not hold any Driving/Learner licence issued in India’ and then click on ‘Continue’.

    Step 6: Now choose from the option between ‘Submit via Aadhaar authentication’ and ‘Submit without Aadhaar authentication’.

    Step 7: If you have chosen ‘Submit via Aadhaar authentication’, enter Aadhaar number and OTP. Go through the declaration part and click on ‘Authenticate’. If you choose ‘Submit without Aadhaar authentication’, then enter your mobile number and OTP and click on ‘Authenticate with Sarathi’.

    Step 8: Now fill out the learner licence application form and submit it along with necessary documents.

    Step 9: Initiate payment for the application and book a driving test slot.

    Attend the test on the scheduled date and time. On passing it, you will receive your learner's licence. Only after getting the learner's licence, you can acquire a permanent driving licence.

    How to Apply for a Driving Licence Offline in Goa?

    Here are the steps you must follow to apply for a driving licence, Goa via offline mode:

    Step 1: Go to the RTO office in person and collect the driving licence application form. You can also download the form from the official website of the Goa transport department.

    Step 2: Fill out the form with necessary details like name, residential address, date of birth, blood group etc. Submit the form and the required documents to the RTO.

    Step 3: Confirm a driving test slot and attend it at the scheduled time.

    As you successfully qualify driving test, you will get your learner's licence. For obtaining a permanent driving licence, you have to make an application within 30 – 180 days of receiving the learner's licence.

    Besides making sure that all the provisions mentioned in Motor Vehicles Act are enforced and facilitating developments of road transportation, RTO of Goa has the following functions.

    How to Check Driving Licence Status Online in Goa?

    Mentioned below are the steps that will help you in tracking your driving licence application status from the official website of the Goa transport department.

    Step 1: Visit the State Transport Department of Goa official portal and choose ‘DL and LL registration option’.

    Step 2: On getting forwarded to the next page, select ‘Know your application status’.

    Step 3: Enter application number.

    Step 4: Finally click on ‘Submit’ to see your driving licence status.

    The driving licence application status can also be checked from the official portal of the Ministry of Road Transport and Highways. Here are the steps to do so:

    Step 1: Go to Parivahan official website and navigate to ‘Online Services’.

    Step 2: From the drop-down menu, click on 'Driving licence related services'.

    Step 3: Choose the state from the list- Goa and get redirected to the next page.

    Step 4: Navigate to the top right-hand side cornerand click on ‘Application Status’.

    Step 5: Provide the application number, date of birth and captcha code. Then click on ‘Submit’.

    On submitting the necessary details, you can view the application status of your driving licence on the screen.

    How to Apply for a Duplicate Driving Licence in Goa?

    In case your original driving licence is lost, damaged or completely written up, you can apply for a duplicate driving licence. It is important for vehicle owners to submit an FIR copy in case the driving licence has been stolen.

    You can apply for a duplicate driving licence via both online and offline methods.

    • Online Process

    Step 1: Go to the official website of Goa transport department and download the LLD form.

    Step 2: Fill out all the details in the form and upload it along with supporting documents.

    Step 3: You also have to take a printout of the form, attach photographs, sign it and submit it at the RTO.

    Once payment is done, you will receive your duplicate driving licence at your registered address via post.

    You can also apply for a duplicate driving licence from the Parivahan website. Follow the steps below to do so:

    Step 1: Go to the Parivahan website and click on ‘Driving licence related service’ under ‘Online Services’.

    Step 2: Choose the state name- Goa and get redirected to the next page.

    Step 3: Click on ‘Apply for Duplicate Driving Licence (DL)’ and go through the instructions carefully and then click on ‘Continue’.

    Step 4: Enter your driving licence number, date of birth and captcha code and click on ‘Proceed’.

    Step 5: Download the LLD form and fill it out. Attach supporting documents and submit them to the RTO.

    Step 6: Initiate payment and collect the receipt.

    • Offline Process

    Step 1: Go to the Regional Transport Office (RTO) from where you have got your original driving licence issued. Get the LLF form and fill it out with necessary details. Ensure to put your signature.

    Step 2: Submit the form along with required documents at the RTO.

    Step 3: Make payment for the required fee.

    After clearing the payment, you will receive a receipt. You can use this receipt as a temporary driving licence till the time you have got hold of the duplicate driving licence.

    How to Renew a Driving Licence in Goa?

    You must renew your driving licence after its validity period to avoid penalties. The validity period of a non-commercial vehicle is 20 years or till the vehicle owners attain the age of 50 years (whichever comes earlier).

    You can renew your driving licence either from the Parivahan website or by visiting the local RTO in person.

    • Online Process

    Step 1: Go to Parivahan website and navigate to ‘Online Services’.

    Step 2: From the drop-down menu that will appear, choose 'Driving Licence Related Services'.

    Step 3: Choose Goa from the list of states and get forwarded to the next page.

    Step 4: Now choose ‘Apply for Driving Licence (DL) renewal’ from the list of services.

    Step 5: Read all the instructions and click on ‘Continue’.

    Step 6: Enter the driving licence number, date of birth and captcha code and then click on ‘Proceed’.

    Step 7: Fill out the driving licence application form, attach documents, put digital signatures, attach photograph and submit it.

    Step 8: Complete payment via a preferred gateway. You will now get an application ID and all renewal application-related details will be sent to registered mobile number. Even all the details can be seen on the acknowledgement page.

    • Offline Process

    Step 1: Go to the nearest RTO and collect the driving licence renewal application form.

    Step 2: Fill out the form with necessary information. Submit it with supporting documents. (if you are making an application for the renewal of the driving licence in another state, you must submit the No Objection Certificate (NOC) obtained from previous Regional Transport Office).

    Step 3: Ensure to put passport-size photographs and mention other asked details.

    Step 4: Make payment for the standard fee.

    Step 5: If required, book a driving or medical test slot. Attend the tests.

    For aged drivers and transport vehicle owners, it is important to submit the medical certificate while obtaining a driving licence.

    What is the Procedure to Acquire a Smart Driving Licence in Goa?

    Smart card driving licence is  an upgradation of the old book licence. It comes with multiple benefits like embedded personal data of the licence in the chip. Making it virtually impossible to create a fake licence.

    • Online Process

    Step 1: Go to Parivahan official website and head to ‘Online services’.

    Step 2: Choose ‘Driving Licence Related Services’ from the list that will appear. Now choose the state name- Goa.

    Step 3: Now click on ‘New driving licence’ under ‘Apply Online’ tab. (Follow this step only if you have a learner’s licence)

    Step 4: Fill out personal details, attach documents, upload photo and put your signature. If needed, confirm a booking driving licence (DL) test slot.

    Step 5: Pay the required amount and provide necessary biometric details.

    Step 6: Attend the test as mentioned. On qualifying you will get your smart card driving licence.

    • Offline Process

    Step 1: Go to the local RTO and get the Smart Card Driving Licence (SCDL) application form. Ensure to collect the forms declaring medical and fitness certificates.

    Step 2:  Fill out the forms and submit it to the Regional Transport Office along with relevant documents.

    Step 3: Initiate payment for the required fee and collect the payment receipt.

    Step 4: Choose a driving test slot and attend it on mentioned date and time.

    After qualifying driving licence test, you have to head to biometric collection centre. Upon clearing all these steps, you will receive your smart card driving licence at your registered address via post.

    Convert Old Driving Licence to New Driving Licence

    Vehicle owners can conveniently convert their traditional book-type driving licence into a smart card driving licence. Here are the steps to do so:

    Step 1: Visit the nearest Regional Transport Office and collect the driving licence upgraded form/ smart card driving licence form.

    Step 2: Provide necessary details to fill out the form and attach supporting documents.

    Step 3: Provide biometric details and initiate payment for the applicable fees.

    Step 4: Collect the payment receipt and use it as a temporary driving licence till you receive your Smart Card Driving Licence (SCDL).

    Procedure to Acquire an International Driving Licence in Goa

    Vehicle owners have to obtain an international driving licence if they are willing to drive motor vehicles in a foreign country.

    Step 1: Go to the official Parivahan website and click on ‘Online Services’.

    Step 2: Now click on 'Driving Licence Related Services' and choose the state name- Goa.

    Step 3: On the next page, choose ‘Apply for International Driving Permit (IDP)’.

    Step 4: Now read the instructions carefully and click on ‘Continue’.

    Step 5: You have to now enter your driving licence number, date of birth and captcha code and then click on ‘Proceed’.

    Step 6: You have to fill out forms (Form 4A and Form 1A) and mention details related to driving licence, residential and identity proof. Ensure to attach supporting documents.

    Step 7: Take a driving test if required and clear payments.

    After successfully completing all these steps, you will get your international driving licence.

    What is the Driving Test Procedure in Goa?

    It is important for vehicle owners willing to obtain a driving licence to be acquainted with the driving test procedure. Applicants must bring their own vehicle which must cater to the type mentioned in the application form. The entire test procedure is monitored by a motor vehicle inspector.

    • For two-wheeler and three-wheeler

    For obtaining a driving licence for your two or three-wheeler, you have to ride your vehicle on an ‘8’-shaped track. Ensure that your feet do not touch the ground.
